called me 6 times in 2 days while I was travelling in china.  Caller left no voicemail

I keep getting calls all morning.  Its gone on for over a week, 5 or 6 times a day on my cell phone.
Who has a 000 area code and I cant call back to tell them to stop>

I also am getting this call... some research on poorly translated pages (I can't read Chinese) leads me to believe it is an attempt at fraud, trying to convince you you are in some form of trouble. Don't answer it (especially if you pay $2/min in China).This is a stupid attempt to scare Americans and Europeans into giving them your bank account numbers and authorizing transactions for fraudulent insurance.  I  would assume the central government will come get me if they want me, I use credit cards and they know what city I am in. If you are really in trouble go to the embassy, don't take phone calls.

also getting calls from this phone number, about every 10-20 days, can't call back. could it be a proxy, or cover # for anyone who's calling from a blocked number? because i was pretty sure i answered it once and that time it was someone i knew...
