Silent call?

The Caller hung up when I answered

This number called on 29th January 2015 and when I answered a gentleman with an Asian accent introduced himself as Andy and asked how I wad today. I ignored him and then he hung up.The number rang bbc again today roughly at the same time and when I answered the caller hung up.

I was called today by this number at 12:11 on 05 Feb 2015 and picked up.  Caller Id shows that I have been getting calls from this number frequently.
A man with an Asian accent introduced himself as Michael from Microsoft Technical Support.
I simply responded "Don't call me anymore" everytime he said a sentence using the "Broken Record" technique.
He then said "Are you a [***]?".  I again responsded the same "Don't call me anymore" showing no emotion in my voice.
He asked again.  I responded the same and then he apologised, said goodbye.  I said "Goodbye" back and hung up.
That was it.  Something needs to be done about these abusive calls...
