I receive a missed call from this number but when I'm calling it is always busy

Got this number calling me on my work number. when I asked why they were calling me on a private office number they claimed they had tried my cell and could not get a response. I had received no calls on my cell. They then proceeded to tell me I had a pre-approved loan with them and would like to know when I would be using it. Once I told them I did not have a loan application with them, and put the phone down they proceeded to call me on my work number and then putting the phone down once I answered it for 12 consecutive times.
