I think that a lot of these numbers are for real - it's just that the people using them don't realize that they are part of a GROUP that the number is used by.
SKYPE and several other internet phone services allow you to USE a line to call out on from their service.
Trouble is you don't always get a working call back number. Some just call out and give a number for return calls. The line they call from isn't the one that's a call back.

Some of the services use a set # that is the connecting line - IDs pick up this number. With some of the services it's not a real phone number - only an ID number - and lots of people have it because it's the service line - that's why you can't call back. The # is virtual not real.

I sometimes wonder about the service companies that do this - makes it hard to track down the real con artists - plus it also makes the innocent ones using the service look bad too.

Need to go after the companies that are doing this and make them offer a real service instead of just dumping everyone on a dozen lines and letting them share.
