Do not hang on long enough and when trying to ring the number you either get ring back or call again later.

This number is calling my wife's mobile phone.
My wife is profoundly deaf and uses the phone for text messaging only.
The caller will not answer if I try to ring and it is causing my wife distress.

I get this call  weekly, every time I answer the line is dead, I have not replied as it could direct you to a premium number.
Can anyone tell me who the caller is.
