C'est quoi ce numéro de téléphone la?? C ben laid!

This is so weird. I just got a call from 123-456-7890, blurted out, "Is that a joke!?" when I saw the call display, and immediately thought to Google the number. Does this mean they'll start harassing me on a regular basis?

This number (123)-456-7890 is also a "generic" caller ID number provided by the Skype software when you're being phoned by someone using Skype.  This is problematic, because while it's possible that a real friend or associate is trying to call you from somewhere in the world using the 'Net and Skype, it's also become increasingly common for telemarketers and scam artists to "hide" their real identities using Skype rather than the regular phone network.  (They also like Skype because all their calls are flat-rate, whereas they may have to pay on a per-call basis for the use of the POTS network.)

I never answer.  If it's someone I know, they'll leave a message.

By the by, because of this generic caller ID, Skype's becoming increasingly popular with pranksters and a**holes.  I got one Skype call around Christmas last year that consisted of some college student and his buddies berating me over the phone for the better part of several minutes (it was on my voice mail).  They phoned around 3 A.M.

K so this number has been calling my house every single day and every time a calmly say hello
but today it calls and i just yell WHAT????
and there is a guy on the other end wanting to speak to my mom

Claimed to be Primus Canada  a long disntance phone company. Signed up for it. I guess we will see. $1 a month to be with them, but i didn't think I paid anything to be be with the ones who I am currently with. I guess I will find out in a month.

I have been receiving calls from 123-456-7890 almost every day for some time now. There is never a caller on the other end. I called the number back and was told by a recording to hang up immediately and try the number again. Same result. What gives?

Complain to your phone provider, contact your elected representative, and also tell them to pass laws that require phone companies to block stolen mobiles globally and block connections to companies that do not comply. This will destroy the market in stolen phones and help to stop one knife crime motive.
