one call quick two rings no message

Caller left no message on our machine.

I called it back and it rings busy.

They called me, and my sister, but when we picked up there was no answer. I tried calling back, but the line was busy.

just got a pre-recorded message from this number on
my cellphone. i hung up before i found out what it was for.
thanks for using up my minutes.

I have been receiving phone calls from the following phone number - (202)-461-3459.
The phone calls are apparently coming from the Federal Election Commission by an automated survey collecting 2009 information (hence FEC09RESP).

this number keeps calling my cell and my husband's cell but when we try to call it back the line goes dead or it's a busy signal. why are they allowed to use up our minutes???? who are they??
