I've gotten multiple voicemails from this number that are hard to understand, but heres my best transcription:
(voicemail starts off abruptly, like the automated voice started before the recording)

"Or, you've obtained attorney return the call (?) The issue at hand is extremely time sensitive. I'm officer Julie Smith from attorney revenue service, and the hotline is 202-506-9705. I repeat, its 202-506-9705. Don't disregard this message, and return the call before we take every legal allegation against you. Goodbye, and take care."

I called them back and it went straight to voice mail.

DO NOT PICK UP and DO NOT CALL BACK. THIS IS A SCAMMER. THEY CLAIM TO BE THE IRS. THEY ARE LOOKING FOR MONEY.
This number and recorded message is clearly a SCAM. I received the same voice mail message on my land line earlier this morning. The same number came up again a few minutes ago. When I answered, the same pre-recorded message was played. Out of curiosity I called the number. The first time it beeped twice and then disconnected me. The second time I called back it rolled into voice mail. The 3rd time I called back, a man with an Indian accent answered. He was clearly calling from a center with many others talking in the background; it was extremely noisy and hard to hear him let alone understand him. He was reading from a script (and very quickly) and indicated that he was from the IRS and that I owed money. To find out more information, I asked how much. He responded with $1,874 which was a complete lie. He told me that I needed to make a payment today or else immediate legal action would be taken. He proceeded to read me my options. I could make a payment to a local grocery store (named a few such as Kroger) and that they only take cash. However, I was to provide him my cell phone number and I had to stay with him on the line so that I could complete the transaction. When I stated that I never heard of this type of IRS payment arrangement, I asked to speak with his manager. He put me on hold and another man with an Indian accent got on the line. When I told him that I had never heard about this type of arrangement with the IRS, he hung up the phone.

I just received the same voicemail message and called the number back several times.  When I started asking questions about who they were, they hung up everytime.  Obviously a scam call.

I received the same recording this morning.  After reading this thread, I called and was connected by an operator in a call center.  He asked me my name, and I gave him a fake name.  Apparently had access to caller ID, because he knew my last name, but he obviously had no real 'record' because he said he was looking for ---- ----, and used my fake first name and real last name!  He said I owed the IRS $6874.00 and was in violation with the IRS regarding tax fraud.  Since I knew it was a scam, I told him I wanted to pay the balance owed immediately.  He kept putting me on hold and reread a portion of a script he was following which was repeating that I needed to pay $6874.00.  I told him I understood this and wanted to pay it.  Like someone else stated in this thread, he listed off a bunch of stores like Rite-Aid, Kroger, etc, and asked for my cell phone number.  I was instructed to go to the store and wait for him to call me for instructions about how to use a "payment voucher".  When I started asking him questions, he got irritated and got an attitude, so that's when I told him I knew what was going on, and he ended the call.

    SCAM.

Received two calls from Julie Smith IRS, same as others.  I called back, knowing that I didn't owe the IRS anything and got a man with a heavy accent.  When I told him that the IRS doesn't make phone calls but only in writing, he said that he was looking for my son.  I told him that he didn't live here anymore, he said that he would remove the number.  We'll see.  I'll probably hear from another "Julie Smith" tomorrow.

This is a scam. Scum from the desert. Keep calling them back and tell them what they are. I keep telling them they are the Gay Muslim chat line. Then I light in to them with every filthy thing I can call them. I know they wish they never dialed my number!
The scum claim they are the IRS. What a joke. With an Indian accent.
Keep calling the number back. They cant see who is calling. If they could they would have blocked me a long time ago.
I have all my buddy's calling now too. Call them the worst things you can think of. We make a party of it.
