Received a call from 2063971428...no answer...\being on no call lisst doesn't work

No idea who this is.
No message left for me.

This number calls me on an average of six times a day, every day.  It is beyond annoying.  I tried answering it to complain, but it's just a recorded message.

The worst thing you can do is to press '1' to be removed from their calling list. This is NOT a legitimate company, and this is a scam. They use a computer program to spoof/fake the number that displays on your caller ID, and pressing 1 just tells them that your phone # is active, and they'll continue to call you using another spoofed #. This is similar to when you open Spam email with the images displayed. It tells the spammer's email system that it's a valid, live email, and they'll continue to Spam you, or trade or rent your address to other mailers.

It has nothing to do with the government's Do Not Call List not working. These are scammers that do not subscribe and comply with the list.
