Could hardly understand what the person was saying. The individual sounded foreign, possibly Indian. The call quality was terrible all I got out of it was "would like to talk to you about your loan app" and "have a blessed day". What loan app? Smells like a scam to me!

SSII on CID..  Calls over and over.  Number shown on internet search as Performance Signs Located in Allen, TX..  Per all the postings on 800notes.com identified with this
phone  number this is some sort of SCAM about a loan app. or something.  Obviously something you have not done.  Person with Indian accent just trying to SCAM you  and get information out of you.  Don't fall for it.  Block number or just don't. answer.

Yes, all the old postings. However the new posting indicate that it is SSI which is Survey Sampling International, a survey company. They have a website where you can opt out of their phone calls.
