I have been receiving calls from this number.  Sometimes they hung up and today finally connected.  Sounded foreign to me.  He said there was issue with my computer (as stated in above posts) and then wanted to know what buttons were on the bottom left side of my keyboard.  I said the wrong one and he said no, all the way bottom left.  I then asked for his number to verify the call.  He gave me  (800)-519-6124 and said his name was James McRoy.  Now there may be a James McRoy at MS but my assumption is someones identity was stolen.  I googled the 800 number and don't find anything.  I had called back the 253-243-1143 number in the past and like everyone else received a recorded message the number is disconnected.  
I believe this can all be reported on the Do Not Call Registry number too who goes after recorded calls and other problem calls.  It is all automated and easy to do.  (888)382-1222 Call from the phone that received the call.
