    I got a text and called then number. They identified themselfes with an electronic voice as GSA and said they regret to inform me that my credit card limit was reduced because of a technical issue. Then they asked for my credit card number (electronically) and I hung up.

    Wow, that was an awful attempt.  It said "Citibank prepaid card".  No, I don't think so.

    bogus "GSA notification" text message instructing me to call this number.  says it's from 21528418@vtext.com.  Other sites report it's bogus also.
