They call and hang up

just called and message was all in spanish.

I just got the call from this number, but nobody spoke. I called it back but the recording claimed I could not complete the call as dialed from my location. I looked up the location...it's some little town in West Virginia...but I don't feel like paying for the information that should be free.

I believe it is some kind of GPS tracking program, When you answer the call it sends your location to the computer of the person who sent the call its basically to keep tabs of you especially if someone wants to check if you are where you say you are

I didn't answer because I didn't want to pay for the minutes on my gophone plan.  I don't know anyone in West Virginia (304 area code) so I didn't answer.  I have no idea who or what this is.

That is not technically possible.
Please do not make incorrect assertions.
The call is a standard automated voice SPAM

It's spam. They called saying that I won a million dollars.
