I dont know who this is or why they called me i just have a mised call from them but they did not leave a message.

This is a scam, automated calling number offering you a lower rate on your credit card.  It is an attempt to gain your card information so they can steal it.

Ignored, 3 second silent message was left on my voicemail.

I don't answer any calls, home or mobile, that I don't recognize the area code. I figure if it's important they will leave a message. No voicemail was left. Are these people exempt from the no call lists, even on cell phones?

Didnt answer the call just figure it was a scam.

Did not answer. Didn't recognize the number. Since I've placed my home number and both cell numbers on the "No Call List," I've received more calls and text than I've ever received before!!
