hang up phone call

This person called asking info about me saying its from a company and that I won a prize. When I told him I didn't have a credit card he hung up

This person posted an ad online for a free puppy- after emailing back and forth with us-not really making any sense and saying he is in Texas. (tracekum2@yahoo.com) He called us a day later with a very bad connection and didnt speak good english. HE called again today and when we asked him how he was calling a rhode island (401) number if he was in Texas he said it was a special work line. We looked the number up and all we found is it is a land line in providence area which is where we are located.He was going to give us puppy for free but charge us to have it shipped from texas....but he is in Providence?? Wierd...his emails were not coherant. I don't think he is for real.

just to add....he called us at 3:30 am....but it was an unavailable number disply on phone. When we told him this was not cool in an email...he apologized....so strange...dont trust him.

So this dude called with a real fake sounding Apu from the Simpsons accent.  I couldn't understand a word he said, so I hung up on him.  He called my cell phone.  I tried calling back and got the message "this caller is not accepting in coming calls".  I live in RI and this came through as an RI number.  No idea how he got my cell.  I'm on the "do not call" list for telemarketers and everything. . .

From the Last 10 days, i am receiving the calling from Unknown number +401 and a lady speak with very polite manner. I already told to them that donot call me. But still i am receiving the calls. Is there is any authority who can prevent us?
