2nd time I received a call, no msg or response if I answer

This was a missed call on my phone this morning.  I called back and it was a recorded message that said:
'wca subscriber services:  your house has been selected for a $50 restaurant gift card to sign up for a savings account'.

I blocked the number. 415-363-5560

Keep receiving these calls. Refuse to answer the call. No message

The people who owners this number bounced a check on me from this bank account:

i have told these people to stop calling me as well and i continue to recieve calls on all my lines, what can we do?

I think all calls from 415 area codes are scammers(only ask if you know the number) some guy called me from one and he lives in Kuwait don't answer your phone for these numbers they are not Americans
