    This caller is annoying.  Never answers.  Calls a couple a times a day for the past several weeks.  Dead air and then fast busy.  Try to call the number and get same thing, dead air and then fast busy.  Someone needs to shut the number down.  The phone company is Level 3 Communications, LLC.  I went to their website and sent a complaint.  Told them I would contact the Better Business Bureau re: their customers, if the calls don't stop.

    I keep getting calls from this number, the caller ID shows "Public Survey". I filed a complaint with DoNotCall.Gov . All my phones are registered.

    The company is not Level 3... The company that provides the number is Level 3 as they are a provider much like Qwest, AT&T, etc... You need to call your voter registration number and political party number and have them take you off the solicitation for your phone number as this is a questionnaire for some poll coming up.

    I just called 3D (May 14th, 2010) and spoke to someone in the fraud department. I asked what the could do to stop calls.  He expained that their company sells phone service to a retailer who in turn sells the phone service to a buyer.  He advised me he would call the retailer and ask them to [1] look at the massive number of complaints on the Internet  [2] ask that they remove my phone number and [3] determine if the survey company has "spoofed" this phone number.  Apparently there is a service available to allow you to hijack a phone number to appear on the caller ID.  The owner of that number may not even know that their phone number is being used.

    This has to stop - I have had 20 such calls from this organization - "Public Survey."  I wrote to Level 3.  If they sell the service they can fix the problem.  Will post results.  In the interim collect times and dates - my understanding is that there are civil penalties for failing to stop calling.

    I keep getting calls from this number. sometimes twice a day. I pick up the receiver and no one is there. I.m getting tired of it. i wish whoever it is would stop calling me

    I contacted Level 3 Communications (to whom the number is purportedly "assigned"). They did some digging and said it was not their number, but one of their "customers" and could offer no further information. They did, however, suggest I call the Fraud Line 800-348-5457 and report the calls.

    After trying unsuccessfully to find a local office, I finally got through to Level 3 Communications fraud line (800-348-5457).  The man confirmed the number was one of theirs assigned to a client, which whom he refused to disclose.  However, he took my number and said he would have client take it off their call list.

    Agreed, getting multiple calls with only dead air. I suspect some political candidate is paying them "per call" and is being ripped off, just as we are.

    I keep getting several calls daily from this number. It is really annoying, and I sent an email to Mary.Goddard@Level3.com. Hopefully these calls will discontinue.

    I reported the number to the National Do Not Call Registry, so that may help in getting them to stop calling.

    Caller ID reads :: PUBLIC SURVEY :: With a bit of checking, I found out that this is a Democrat-funded gambit to see if you have liberal political tendencies. Don't bite on these left-wing callers!

    I filed a complaint with the Federal Communications Commission online. Hopefully this will help to stop these calls. I have tried to contact the Level 3 Communications fraud department, but it sent me to an automated message. Really annoyed!

    I have been getting a call from this number every night for the past week.  I tried calling back and all it does is ring and ring.  I answered once and all I got was dead air and then a hang up.  They seem to call every night around 8:30 pm.  I will e-mail a complaint.
