    This is one of Verizon's many phone numbers...  They are kind of tricky and call you from all different numbers when trying to collect debt... the funny thing is, my bill is only a week past due, and they always start calling me the day after my bill is due.  I have had the account for like 10 years, with no problems or disconnects, but sometimes I pay a little late... Verizon must be hurting for money to use these tactics.
