"Your number is not recognized. Please leave a message, the nature of your call, and a valid callback phone number. If you do not comply, your number will be reported to the FTC Do Not Call List as spam".
The MAIN PROBLEM with spam calling is due to "robo calling" which is a machine that randomly dials phone numbers of a particular area code and prefix.
THE FTC SHOULD OUTLAW THIS EQUIPMENT, and or impose heavy fines (and/or imprisonment) for "companies" who use or sell them.
My "final straw" was when one caller claimed to be 'IRS & that I owed taxes'. I knew THAT was BS 'cause IRS doesn't "call" anyone, & I pay my taxes. So I played "the game" for quite a long time. He wanted me to "go to Walmart & get money gift credit cards and don't hang up, he would stay on the phone and give me instructions". (LOL..IRS doesn't ask for gift cards). I told him I'd have to call him back because my phone battery was depleted from talking to him so long. (My battery was fine) He got very frustrated, & argued with me. I argued back, & told him phone was beeping & about to shut down. He continued to argue & I hung up. He called back over & over & I made the calls go to voicemail. Did this several times, & he finally quit calling.
Gee, that was fun!
I hope this info will benefit others.

There's a big difference between a survey company and a patently illegal attempt at theft by threatening with "IRS" action.
For the record, to a large extent, robocalling is illegal. But -- if they are going to play "FBI" games -- what makes you think that merely outlawing something will make it go away? - s. p.ignore this call. if they can't leave a message, we don't answer. Period!
