This is a phone call from the infamous "Rachel" from Card Services, with an offer to reduce the interest rate on a credit card.   Have put in a complaint on the Do Not Call Registry.   Have never dealt with them, and cell phone is listed on the registry.

unknown number called left no message

I just got a call from this # to my cell phone.  I never pick up calls on my cell that I haven't added to my address book.  I googled the number and see from various posts (like this website) that it is a spammer-scammer probably using a spooffed phone #.  So unless someone at the Do Not Call agency can find a technology fix for these types of intrusions, i recommend to never pick up a call you don't know.  If they really want you they will leave a voicemail.

I just received a missed call from this number. Person did not leave a voice message on my cell phone.  I suspected it was a telemarketing company and this site just confirmed it. Thanks.

Got a call this morning on my work cell answered because I have to, got the famous line "from Card Services, with an offer to reduce the interest rate on a credit card...press 1 to accept, I did, and then I asked the guy who this was and how they got my number and he immediately hung up!
