    "Carmen" called me back two weeks after their last call from a different number, even after assuring me, "...consider this your final notice..." and even after telling me I didn't qualify for their "lower your rate" offer because I pay my credit cards off in full each month.

    Yeah, I wish.

    The format of this "lower your rate" call is different than past calls. The recorded message is their usual patter (see below) but there's a pause, followed by the same message played again. Then there's another pause, but a different voice and different message about lowering your rate is played. Finally they say "good bye" and disconnect.

    I was able to press 1 to speak to a live operator. He explained that he was the "screener" to make sure I qualified for their offer, then I'd be transferred to an agent.

    He didn't ask my identity, but he did ask if I carry a balance, the percentage rate of my current credit card and the name of the bank. He also wanted the 800 number from the back of the card. I told him I was "upstairs" and had to go downstairs to get the card. I put him on mute and he actually held the line for nearly 10 minutes before he terminated the call.

    Their total disregard of the Do Not Call list certainly tells us a lot about their business ethics, doesn't it?

    [female voice] "Hello, this is Carmen at Cardholder Services calling in reference to your current credit card account. It is urgent that you contact us concerning your eligibility for lowering your interest rate. Please consider this your final notice. Press the number 1 now to speak with a live operator and lower your interest rate or press the number 3 to discontinue further services. Thank you and have a great day."

    [7 second pause, then electronic tone and same message repeats one time]
    [another 7 second pause, then different message with different female voice but same theme plays]

    [other female voice] "This is a very important message about your current credit card accounts. This is your second and final notice to lower your credit card interest rate and payments. Press 1 now to find out the terms conditions and associated changes before the next billing cycle. Again, this is your final notice as it relates to the financial stimulus. So press 1 now to take advantage of this today."

    [5 second pause]  [female voice] "Good bye".

    Is there ANY way to get these to stop? I get multiple calls a day and I put myself on the FDNC because of Card Holder Services. No effect on the call volume. (Red flag #1)

    I tried talking to reps, to ask to put on the DNC list- they hang up halfway through the sentence to avoid lawsuits. Then I feigned interest and asked to speak to a supervisor or manager. I was told yes, then hung up on the first time. Second time I actually got a manager, and he did the same thing!! (Red flag #s 2 and 3!)

    I feigned interest again and asked sweetly how they came across this number (if you sound upset they hang up immediately and call again later), and if they had any affiliation with my bank (I didn't say the name of the bank). Rep avoided the question, simply telling me "It's attached to an account under your name." I asked him what it said my name was and he hung up immediately. (RED FLAG #4)

    SUPER SKETCHY, DO NOT ANSWER, EVER. According to the research I've done (too late), if you answer, it confirms to them that this number connects to a human being. The computer moves your number from a "trial" list to a "confirmed" list, and they will LITERALLY refuse to stop harassing you.
