calls and calls does not say anything

Sane thing keeps happening to me. It's so annoying.

same number keeps calling but i have caller id and don't answer unless i know the number.
how to stop these guys?

I get calls from 518-649-8192 at all hours.   I tried calling them back and get no return ring back.   I don't know who they are and just want them to stop.  I AM on the do not call list.

called just now I answered on second ring and got a dialtone.

I just received call from this number and got the number from the call return service.  I don't know who this is, just that 518 is the Albany area.  They rang only three times, not nearly enough time for me to get to the phone.  If this is a telemarketer, I am on the no call list.

I got this call today claimed it was FTR energy services. I have been getting a lot of these ever since National Grid announced it was sending out rebates. Have checked with the local media, it's a scam.
