This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further violate the TCPA by playing a recorded message without an operator on the line. Their scam is a debt consolidation offer. This is clearly a scam as when you do get to an operator, the operator further violates the TCPA by refusing to provide a physical address or phone number when asked, instead they argue that they do not have to comply with those regulations. As any legitimate business would gladly provide this information even if it weren't required by law, you can be assured that this is a scam. Do not provide this scammer with any personal or financial information.

"Carmen" calling me back a few days after assuring me, "...consider this your final notice..." and even after telling me I didn't qualify for their "lower your rate" offer because I pay my credit cards off in full each month.

Yeah, I wish.

The recording of this "lower your rate" call is exactly the same past calls but from a new number to avoid past call blocking. The recorded message is their usual patter (see below) followed by a 7 second pause, then they say "good bye" and disconnect. when I failed to press any buttons.

Their total disregard of the Do Not Call list certainly tells us a lot about their business ethics, doesn't it?

Here is a transcript of their latest offering:

[female voice] "Hello, this is Carmen at Cardholder Services calling in reference to your current credit card account. It is urgent that you contact us concerning your eligibility for lowering your interest rate. Please consider this your final notice. Press the number 1 now to speak with a live operator and lower your interest rate or press the number 3 to discontinue further services. Thank you and have a great day."

[7 second pause]  [female voice] "Good bye".

Change taactics.. get a 130 db safety alarm from AMZN ~ 16.00  and after  you push button 1 and they start speaking ; pull the pin an let the alarm rip... My firm has gotten fewer calls sine we started doing this!

I believe this is Nissan USA trying to sell their junk cars to unsuspecting customers by promising the world but delivering JUNK.
