    This is likely a collection agency. The number rings my phone and will not leave a message. If I answer the call, it immediately hangs up. If I call the number, it does not answer.

    I had the same type of thing happened.  Report it to http://centenniallawoffices.com/Telephone%20Hrassment.html and they can wind up paying you for harassing you.  If you owe money, you can also have the Centennial Law Office nogotiate debt for just $55 fee and the collection companies will stop calling you because they have to talk to your attorney instead or get sued.  Works very well for those that want to live in peace.
