Some type of spoof. Left no message. When dialed back from a landline, got the message " this number is unallocated"

Called me talking about lets lower my credit card rate. I don't even have a card. It was an automated woman's voice

I got a call to from this number. Tried to call back message said this line is u allocated

I answered the phone - the phone was silent for about 10 seconds and beeped a couple times and was out.

I just received the call as well. it was silent for several seconds then went dead.

I just received a call 30 minutes ago as well, but didn't pick up & they didn't leave message

Called my mobile twice (in one minute!). Didn't answer. No voicemail. Caller ID only listed "Oregon."

Few minutes later I got a call from a completely different number.  When I picked up, there was no response.

Also received a call from this number..... didn't pick up and no voicemail.

A friend of mine got a call from this number and when he answered and said hello several times, the caller just hung up the phone.  Of course, he called back on the phone number which showed up on caller ID and he received the message "The number you dialed is unallocated".  What does that mean?
