these jerks call first from "UNKNOWN NUMBER",  then 15 mins later from 551 number.  who are they?

They call daily

My mother gets calls from this number too. No one answers when she says hello. Very annoying.

They've been called with area code 551 and 212, followed by 226.  They never leave a message and call daily.  I never pick up.
