I never answer calls from numbers I do not recognize.  For those of you who pick up and get silence/hung up on, it could be a bot programmed to call numbers by sequence, waiting to see who answers and who doesn't.  If you do answer, the bot then logs your number and it gets added to a list of numbers that then get supplied to marketers....that is why you start getting more and more calls from pre-recorded messages and people claiming to be debt collectors.

Getting calls from    559-332-2306, no body there when I answer.  According to info page it is from Capitol One.  If it is, they are impossible to get to stop.  This one is from a Linda who wants me to call her back about great opportunities. Would I really call back someone who sends me annoying phone calls and messages.

Just had a call from this number.  I let them leave a message.  It was Linda telling me they had some new opportunities at Capital One.  They called me this morning from 866-929-5307, but didn't leave a message.

"Linda" calling several times a day to say they have some "opportunities" that "may be" available at Capital One. I got it. They don't need to call several times a day, SEVEN days a week to remind me. She doesn't have to call from all around the countryside, using different area codes and numbers as if these are somehow 'different' opportunities than the ones that came from the other area. Basically, you have the "opportunity" to make your bill current, or else "Linda" will be after your butt call after call after call.

Capital One. Why they don't leave a message is beyond me. Probably so they can keep calling would be my best guess.

If the person calling says they are a debt collector, they are one.

IF THEY ARE ASKING FOR SOMEONE YOU DO NOT KNOW, the company calling you most likely has outdated information. The person they are asking for may have had your phone number at one time. An example of what to say: "I just got this phone number and keep getting calls for this person. I think they must have had this phone number at one time. I would love to help you find this person so I don't get these calls anymore." Make sure to be nice when talking to them. This should get them off your back...if it doesn't, keep telling them the same thing when they call and they will eventually stop.

IF THEY ARE ASKING FOR YOU, YOU COULD BE THE VICTIM OF IDENTITY THEFT (only if you are 100% positive that you never opened an account with the company they are calling for): If a debt collector calls to demand payment on an overdue account for a credit card you have never had you could be the victim of identity theft, where an imposter is using your personal information to obtain credit and once they stop paying the bill. Then when the thief does not pay the bills, the company itself, or a debt collection company, contacts you to demand payment. As a result, your credit report is likely to contain negative information about your bill-payment history, and your credit score has probably been lowered considerably, making it difficult or impossible to obtain new credit yourself.
