Whoever this girl is she has no life and always calls people to talk about either her boyfriend or to supposedly tell you that your boyfriend is cheating on you with her. she just always calls and says really stupid and immature things and I blocked her from calling me months back and i think she realized that and now calls from a new number.

I had a guy 5 years ago who would call my cell every other day for two weeks and breathe heavily into the phone.  I called the cops and gave them his number.  They contacted the perve told him he was harassing me and if it hapoened again they would be filing a report.  For me that was all it took, but if she's calling you from some magic jack number there may not be much they can do.  Either way it wouldn't hurt to get the cops take on the situation.  Good luck.
