No clue.  But I've kept a log on how many times they call.  Put them in your phone book with a funky tone you don't use and don't pickup.  Eventually they stop calling.  Works for me along with other harassing calls like this I get.

7-12-13 at 2:47 PM, 3:09 PM same message two times left on answering machine: (second and final notice to Lower your credit card Interest rates and payments press1 now to find out the terms and conditions etc.. relates to the stimulus package.)  I *69 to get this phone # 616-613-2228  got another call on 7-16-13 at 1:09 PM same message. another site online search-call came from-Zeeland, MI.
at 3:10 PM message: (a break in every 15 seconds, your local Police recommends you to protect your Home. If you will allow us to place a Sign in your Yard, we will install a new Security System at no cost to you, etc..) had some calls like this few years ago. Scams to get your ID?

Recording of female voice stating this is "2nd and final notice" concerning reducing credit card debt/interest rate as part of the government "financial stimulus" program. Exact same recording which have heard on several other calls from same city for the last 6 months at least. I block numbers and they call using another number.

this phone number called me today. Talking about credit card interest rate lower.  This was a live person.  I told her that I am on the no call list, don't call back.  She informed me that I was going to listen to her one way or the other.  I told her to go to hell and hung up.

caller ID showed "Bank Card Svcs"  didn't answer but they left a voice mail.  ignored that to.  been on the no call list for 6 years and still get these creeps.  telemarketers must have no morals because they always get huffy when you try to hang up.  Nowadays half of them are in Calcutta and I can't understand them.

Does anyone REALLY know anyone from Zeeland, MI?  The answer would be NO and neither do I!!

I JUST got back from making sure that my deadbeat Ex-husband was off all of my accounts ... and I get this call walking in the door!!  

As if shredding 3-4 unsolicited credit card applications from the mail every day because the PREPRINT my name and address on them is not bad enough!!  

I don't know ANYONE that would listen to these calls.  Why do they waste their time AND MINE ??

Called my cell. I did not pick up, and I tried to dial from a landline, but they never picked up.

I have gotten many calls from these jerks.  I actually pressed one to speak to someone, this "man" told me to go "f -k" myself and called me an effing bit... I could not believe my ears.  I tried to call the better business bureau but they were closed.  Apparently all I can do is not answer these phone calls.  Don't antagonize these people if you don't think you can handle what they are going to call you.

They call me every week and when I ask them to remove my number they hang up..

This company calls numbers on the do not call registry without authorization or a pre-existing relationship (which is illegal). They then play a recorded message without an operator on the line (which is also illegal). The recorded message is clearly a scam claiming (falsely) that this is the second (not second) and final (not final) notice that you are eligible for a credit card rate reduction. When you get through to an operator, the operator refuses to provide a phone number (they are required by law to provide this when asked), and if you ask for a physical address (also required by law) they hang up on you. If their illegal pre-recorded message does not clearly indicate that this is a scam, their refusal to provide basic contact information definitely proves them to be a scam...

They are starting to call AGAIN! Next time I'll play along and scam on them!

Got a call from 616-613-2228, an "unknown caller" from Zeeland, MI at 4:33 pm on 07/29/2013. Luckily, I never pick up the phone if I don't know the number. They didn't leave a voicemail, but past experience with these [***] is to NEVER pick up and NEVER press buttons or give them any information. It's all a scam, and if you pick up, they know the number is "live" and will continue to call it more often. As annoying as it is, your best bet is to not pick up if you don't know the number. Saves you a major headache.

Has called twice a day - every day - for two weeks!!!  I never answer but they leave same "2nd & final call" message.  Wish I knew how to get the FTC on their case.

You can file a complaint right on the FCC website. I have already filed several for this company so I'm not sure if the FCC is actually doing anything about these calls.
