    This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, playing a recorded message without an operator on the line to stop or pause the recording, refusing to provide a phone number when asked, and refusing to provide an address when asked. Their recording is the standard scammer recording offering discounted interest rates and reduced payments on credit cards, but the scammer clearly does not have any real information about the people called since they have to start with checking to see if you meet the requirements - even though the recording said you were qualified... This is clearly a scam set up to steal people's credit card and financial information. Do not provide this scammer with any personal or financial information.

    This call comes from consumer Services, located in Dodge city Kansas, according to the number.  They keep saying that this is the second and last call I will receive to lower the interest rate.  They don't tell you which company, (Visa, MasterCard, CitiBank), they represent, so I let the computer talk to my machine.

    Incoming call to a cell phone.  Cell phone number on both the state and federal do-not-call registries.  Robo caller message from 620-750-2182 was garbled, something about my "accounts" and not discernable, then self disconnected.

    A return call to this number 620-750-2182 results in a recording: “Hello and thank you for calling.  If you would like to placed on a do not call list for the number that called you, please press ‘one’ now.” Message repeats three times then line disconnects.

Their scam is the same tired last notification of your opportunity to lower your interest rates and credit card payments. This is clearly a scam just based on the number of violations of the TCPA. Do not provide this scammer any information.

    "Rachel" calling me back (after a long absence, was she arrested for fraud?) after assuring me, "...consider this your final notice..." and even after "Carmen" and "Brigit" told me recently that I didn't qualify for their "lower your rate" offer because I pay my credit cards off in full each month.

    The recording of this "lower your rate" call is a recorded mix of past calls (notice in my transcript, below, where I point out different female voices in their recording) and of course this call is from a new number to avoid past call blocking. The recorded message is their usual patter (see below) followed by a 7 second pause, then they repeat the message and disconnect.

    Their total disregard of the Do Not Call list certainly tells us a lot about their business ethics, doesn't it?

    Here is a transcript of their latest offer:

    [female voice] Hello, this is Rachel at Cardholder Services calling in reference to your current credit card account. There are no problems currently with your account, it is urgent that you contact us concerning your eligibility for lowering your interest rate to as little as 6.9%. Your eligibility expires shortly so please consider this your final notice. [different voice] Press the number 1 on your telephone now [then another different voice] to speak with a live operator and lower your interest rate. Thank you."

    [7 second pause, message repeats, then disconnect]

    Yep, like everyone else, I've been getting calls from "Consumer Services" for years, despite being on the DNCR. And for years I've been doing the same things:
    1) Play along and tell them you have CC debt over $2000. Give a phony CC# (write down whatever you come up with so you can repeat it back when asked).
    2) When the CC# comes back invalid, read it back and change a number (say, a '3' to an '8' - an easy mistake).
    3) Continue the game as long as the operator will play. Talk slow and try to take up LOTS of their time.
    THIS TIME, however, I detected a change in their tactics. The Operator seemed pretty defensive and harried from the beginning, and when asked for my exact percentage on the card, she tripped me up with some gobbledygook about "annual APY something", and I agreed. She then said: "Sir, i just made that up". Hung up when I laughed.
    This tells me that they are on the run, and that costing them time on the phone by playing along and making their illegal and unethical business practices unprofitable IS WORKING. Keep it up folks, you're doing a FINE job!

    At 3:52 pm today, "Carmen" from "Credit Card Services" called.

    I usually get 1-3 calls per day from "Credit Card Services" and others of this ilk including breathers and hangups.

    I'm beyond annoyed.

    It's to the point where I wonder when these calls are going to be considered criminal offenses.

    I am on the NO CALL registry (.gov), the NO CALL list, have a not listed phone number which is also unlisted.
