This number belongs to IC Systems, a collection agency for PayPal.  If you've got a negative balance with them, expect to get calls from these guys!

My paypal balance is zero and I have a perfect record with them and their owners ebay.  There is no reason for me to be harassed up to 10 times a day by these people.

I have a paper from Paypal saying that Case is closed and I owe nothing, but yet now they say I owe them money. this is after I sent an item to a guy and he sent me back a box without the item. Paypal told me they will take care of any charge backs and later said it wasn't thier problem.

Someone hacked into my Paypal account and fraudulently sold and bought items under my sign-in.  I don't even have an Ebay sellers account and I haven't bought anything on Ebay in years.  I talked to Paypal and they acknowledged that this was a fraudulent act but they still say that I have a negative balance.  I don't even have a bank account or current credit card attached to the account, so how could I have a negative balance?  They are trying to charge me for fees fraudulent sales and purchases.  I will never attach a bank account or credit card to Paypal, since they have such poor security.  Even the collection agency said that it was a fraudulent claim.

They called and left a message wanting me to contact them about an "important business matter".  They only say they are a collection agency.  They neither say what company they represent nor do they give me a case number to refer to when I call.

I had a 25.00 neg balance with paypal, which I resolved. I have a balance now of zero, and soon to be a positive amount but these people call me 6 or 7 times a day, I don't even answer it. But its starting to get annoying. I am going to pick up and tell them I have no balance with paypal and to stop harrising me. They call before 8am my local time which is in violation of regulation Z and they also call all day sunday!

IC Systems... they call upwards of 10-15 times per day. I owe ebay like 65.00 in seller fees, from a store I never had! I tried to fight it with ebay, who had already turned it into IC systems, and IC systems refuses to work with anyone.

I have dealt with scammer like techslinger, many times.
It's very easy yo solve.
When you receive your empty box, go directly to a police station, and file a police report, including the name and address of the scammer. I had to guys arrested, because they did it to a lot of seller.
After that, fax the police report to paypal, this will make sure that they won't  get any money back, and will goes on their paypal record. And will get shutdown.
If you don't do that, these morons will do it to someone else.
Also, publish their name and address, phone numbers, on all the internet black list. They will start crying like little [***] when they see that.
If they smack you one time, smack them 10 times, that's what I goes by.

I had someone buy 2 days of training, and got paid, then the lady canceled 1 day before the training, I told her no refunds.  She filled with Paypal, and they agreed with me.  Then she filled with her credit card company and said she would not pay.  Paypal reversed the charges and mad my paypal acount negative in the 1000's.  Knowing how paypal works, I went and put a hold on my bank account.  No for months I have been getting e-mails asking me to reactivate my back account so they may take the money.  I just closed the account Friaday, and today I got a call from 651-204-1349.  I did not answer it, but I can see from the other responces that this is going to be a pain in the ...

Josh is obviously affiliated with this company and he is trying to tell people that it is a legit company - they called me today and said I owed $75 on an account I haven't used in 5 years, they knew my email and cell number - they called twice before and left no message - they said a letter would come to my house from paypal (be ware a letter will be sent and it is not really from pay pal) then if you tell them you are suspicious then they just tell you they are an outside collection company and refer you to pay pal, they actually give you the pay pal number - so I called pay pal and they told me their collections agencies will always give you added levels of security such as your acct number, info on past transactions, and they will explain why you owe they money - all this scam company does is say - I am not sure why you owe but it is a negative balance - watch out for the guy named "Josh" above he is most likely affiliated with the scam collections agency

I just started getting these calls last week. Ebay actually called me and said they were ebay (and it was from a 888 number) these people 651-204-1349...ugh...don't leave a message or anything. When I called them back, they said they were with IC Systems and wouldn't tell me anything else unless I gave them my phone number to see what they were calling about. I got pissed. Now im reading all these posts and realizing that I HAVE NO BALANCE WITH EBAY OR PAYPAL. This is where im glad that I have lawyers in the family because im seriously starting to get pissed. Plus they are calling my boyfriend, who has nothing to do with this. These people need to go to hell.

They call every day, several times a day. When we answer, there is nobody on the other side. After 4-5 seconds of silence they hang up.

block the people the are annoying calling all the time

651-204-1349. Paypal. I owe them nothing and have explained by telephone and email. They do not listen. Let them now explain to my state's attorney general's office. They call constantly.
