- Sharana819multiple calls from this number -- caller id shows "telemarketer" -- finally left message: this message is for (electronic voice says name) and repeats that the message is for a specific person whose name is plugged in by an electronic device - not a person. Says it's from Ms. Sands at Encore Receivable Management about an important business matter and leaves an 866 number to call. Personally -- anything that comes up "telemarketer" on my id is just that -- telemarketer and does not get answered or responded to. I have an unlisted number and can only surmise it's an autodialer.

Area code 703 with the prefix 656 is for Manassas, Va., a suburb southwest of Washington. One 800notes respondent wrote that she had finally spoken to a live person at the firm after numerous attempts. The phone number is for Encore, a collection agency. The representative "didn't seem concerned" that she was having financial difficulties and kept pushing her to agree to a payment plan she couldn't afford -- $100 a month. When she told him that she couldn't commit to that, he kept reminding her that the automated collection calls would continue and that he was sure she wanted her peace of mind enough to "just take the plan." She found Encore's Web site ( www.tulsaworld.com/ encore ), and its URL -- searched for through the Council of Better Business Bureaus' database -- produced a report on the collection agency: Encore Receiv able Management Inc. -- ERMI -- 400 N. Rogers Road, Olathe KS 66062 ( www.tulsa world.com/KCBBB ) -- (913) 782-3333 or fax (913) 782- 3303. The Kansas City, Mo., Better Business Bureau reported that the firm had a satisfactory record after resolv- ing or addressing 140 complaints in the past three years. The federal Fair Debt Collection Practices Act requires collection agencies to verify that they are pursuing the right person and that the debt is legally owed. The act allows consumers to demand proof that the debt is still owed. The law requires collectors who receive a letter disputing a debt's legality to cease further contact until they verify the debt. Once verification is received the debtor can dispute its legality. The statute of limitations says that no contract can be enforced beyond five years of its default (Title 12, Section 95-A-1). If you agree to enter a contract to repay such a debt, the act no longer protects you. Collectors who ignore such explanations and keep calling, must comply with a written demand expressly refer- encing the debt and containing the following: "Please cease all further communication with me concerning this debt or any other matter." Check the consumer-info Web site www.tulsaworld. com/fairdebts. Send the letter by certified mail, with a return receipt requested. - SHEILA HIDALGOWe keep getting calls from this number. They never leave a message and they call early in the morning and late in evening, including weekends. We have no idea who this is and we are sure they have no reason to be calling us. We want them to stop harassing and annoying us. The website indicates it may be some sort of collection agency--and if so, they surely have no business calling us as we have no such outstanding debt.

The caller ID shows the number as 703/656-9960, when looking for this phone number I get that it is located in Manassas, VA and that it is a residental number and that it is unlisted number. I am getting ready to notify the Attorney General of this matter, I am tired of these call.

- mgok i receive calls from these collectors as well. i am having financially difficulties at this time and unable to pay my bills. So it an collection agency called encore. trying to collect bad debts. every rep is different. but this rep was willing to assist me. but at first wanted me to pay the full amt due. which was impossible. if i am unable to make mininum payment. the whole balance is rediculous. anyways. he helped me out with a payment plan. and its not so bad. (credit care, ge money)<--the company that i have bad credit with.

- JDTIt appears to be a collection agency. However, when asked point blank if they are a collection agency, they will refuse to answer the question. They are in complete violtaions of Fair Debt Collection Act and should havea class action lawsuit filed against them

- DianeI have been getting calls from 703-656-9970 since my digital phone was hooked up on Jan 17th. They were my first incoming call. No collection agency would have possibly gotten the number that quickly.Further more they have no reason to be calling me. I hang on long enough for the automative message to come online, but it never does and then I get a click and then dial tone. Thanks to I hate harrassing calling on Nov 24, 2007, I will take the same action.
