It is a scam.  It is always a man with barely legible English say they are anything from offering a payday loan, being a collection agent, or telling your social security number has been compromised.  They used dozens of different numbers from all over the US and say they are trying to reach a Jason English.  Telling them there is no Jason English at the phone number doesn't help.

Once you answer and they know they have a working phone number the calls get to be more frequent and they start earlier in the day and continue until late at night.   I would suggest use your caller ID to screen your calls and don't pick up any number you don't recognize
