Which city

Someone trying to sell me a warranty plan on a vehicle I use to own. It is now April of 2014 and the vehicle was totaled in a tornado in March of 2011. I have had many calls from them in the past three years, and they fail to correct any information they have on the current owner or status of the vehicle.
When I call back the number I get a generic recording about calling back at business hours, even if it is during regular business hours.
Clearly a scam.

The phone shows up on my caller id multiple times a day, every day. They never leave a message, but don't disconnect until the answering machine picks up so it records a dial tone. Only the number shows up on the caller ID and the city Red Oak IA. a reverse number search shows it is a Verizon business line, but no company name (at least without paying for the "result").  I assume this is a telemarketer, but I have been unable to determine what company so that I can complain to them about the harassment of their phone calls.

Warranty Sales, rude, claimed not to be selling something, told them to take me off their list. He got rude said he wasn't trying to sell me anything. Told him he has 30 seconds to convince me not to hang up he said go ahead hang up.  He spreaks horrible english, called my cell, called from auto dialer.

Get calls on my cell phone from this number once a day at least.  Haven't ever answered it because I don't recognize the number, and they don't care to leave a message.  Not going to answer if you can't leave me a message.
