Call from this number on my CELL. Didn't answer, no message  left. No idea who it is.

It was an automated attendant trying to sell something. I blocked it.

Calls and does not know how to leave a message, probably spam.

Calls my City Utilities (Municipal) Cell during mid-day, does not leave a message

Called and left no message. Probably a robo-call of some kind based on how close together the reports on this site are.

SCAM!!!! Usually don't answer calls from numbers I am not familiar with. But my wife is traveling on business and I thought it could have been her. When I picked up it was an automated voice asked if you want to lower your credit card rate. When I asked which card and he replied with one I don't have and informed him of this. He proceeded to curse at me for staying on the line.
The number is now blocked.

I received a call from 728-727-1512 on my cell, but did not answer. I called the number back in 10 minutes and a message said the number the number has been disconnected.

It's very disturbing not knowing who is calling your number and you don't know who it is. My telephone number is on the do-not-calling list for those telemarketing or unknown callers.

Called. Didn't answer. Could care less as probably another reprobate in another 3rd world hut.
