I just got a call from these guys...my guess is that they are a bill collector.  This is the second agency (I know it's a different one because I asked if they were calling from NCC) that has called my cell # looking for a guy named Joseph.  I have no clue who he is or how they got my number, especially because I have had it for the past 7 years.  Would also love to know who Joseph is and why he is giving out my cell number as his own.
