    I actually answered a call from this number yesterday.  They represent themselves as being from either VISA or Mastercard and are calling to tell you how they can lower your interest rate.  Their first question to me was how much was my balance, when I responded it was paid off monthly, the woman hung up on me.  My sense was that this is either a scam or they are schiesters that you probably wouldn't want to do business with no matter how desperate you were.
