I have received 6-7 calls from this number during daytime hours over the past couple months (Aug/Sep/Oct 2007).  It is particularly strange because the area code field only has one digit in it--the "8"--the area where the first 2 numbers in an area code would normally appear are blank.  We have 3 caller IDs in the house and all 3 are a different brand, so it is not a malfunction of the device.  The caller ID shows "8-001-1212" in the number field and "Unknown" in the name field.

Of the times when I have answered, no one has answered. Other times, it stops ringing after 3 or 4 rings, before I have gotten to the phone.

I would guess that it is an automatic dialer that telemarketers use, because it does not sound like there is anyone on the line when I answer.  However, in my experience with the automatic dialers that telemarketers use, eventually, a telemarketer will pick up at their end and begin talking.

I think you're right and I believe the same thing applies to all the numbers start +80
