This number belongs to Credit One Bank. When I called the number back,I was directed to an automated system that, after verifying my identity, stated that my credit card account was over limit, but if I took advantage of their current "special offer" today by making a Direct Check payment of at least a minimum of $29, they would credit my account an additional $7.95. Some special offer - that $7.95 they'd "credit" is the amount of the Direct Check fee, so it's not like they are really giving me money, they're just waiving one of their many frivolous and arbitrary fees.

Jusr received a call from a scammer telling me that my Citibank account showed suspicious activity.  I reported the issue to Citibank security.

Just got an e-mail at work saying that my Citi account had a charge on it. First I don't have a card ending in the 4 numbers that they had and second I called Citi on the number on the back of my card and there was no such charge. The e-mail had the above number attached to it saying I could call Citi fraud to inquire about the charge and asked about my phone number, so I hung up and called Citi on a number I knew was theirs. The lady I talked to at Citi did not recognize the email address "CommercialCards.FraudEarlyWarning@info3.citibank.com" and said it was probably a phishing scam.
