The National Do Not Call Registry is under the control of the Federal Trade Commission. The registry is open to both home phone and cell phone numbers. According to the Federal Trade Commission, they have been accepting cell phone numbers since June of 2003.
Registering
Adding your number to the Do Not Call Registry is as simple as going to the National Do Not Call Registry website and inputting your phone number and a valid email address. After you have filled out the information, you will need to check your email and click on the link to confirm your registration. Once you have confirmed your registration, telemarketers have 31 days to stop calling your number.
One Time Registration
The Federal Trade Commission advises that you only need to add your number to the database once.

The Do Not Call Registry  does NOT help. I have had my home and cell numbers on there for five years and updated 8 months ago.  I been harassed for three years non stop  by anyone you can name and it got worse after I updated with the Registry.
They do nothing to help you and reporting a list of callers to the FTC is a joke.
