This is a spam caller on an AT&T landline...this is illegal in PA as I am signed up on the Do Not Call List

I have been getting 2-3 calls a day for about a week now. When I answer, I have to say "hello" 2 times before I hear a man say "sorry I have the wrong number". It happens with every phone call and now I am filing a complaint with my local authorities and the State Attorney's office, for harassment. When I tried calling this number back, all I get is an automated message to press 1 to opt out of future calls, which I do but they are still coming. I even blocked this phone number from my incoming calls list via my landline phone company, but they still get through.
