A caller with a foreign accent purported to represent the U.S. Treasury regarding a federal offense and referred to a second attempt to reach me when there had been no 1st attempt. I am not in any trouble but probably would be if I fell for his scam. He called back a few minutes later with the same exact message. It must have been recorded because he mispronounced "advise" both times as "adwise". I could hear the background noise of other scammers.

"Steve Martin" called and as above he stated that Police, magistrate, treasury, grand jury  etc. are looking for me. Same person called from 760-542 -9652 with same message on different line belonging to a different person. That number has a long history this must be a new number for same criminal. Should have told him my name was "George Bush" but it was only on my answering machine. They must think that everyone is stupid enough to give them information.

He said it was second attempt to contact me and the dept of the treasury through a Magistrate issue a warrant for my arrest

Vonage transcript of the message: "And I'm calling regarding an enforcement action executed by US Treasury and sending you a few attention. Ignoring this will be an intentional second attempt to avoid initial appearance before a magistrate George or grand-julie(?) for a federal criminal offense. My number is 818-945-2711. I repeat 81894527115 wife you to cooperate with us and help us to help you. Thank you."

Same as above, it is a scam DO NOT call them back or provide them any additional information!
