This number showed up on my CELL; I don't answer calls from numbers I don't recognize. Didn't leave a message.

I called the number back and a recording stated it is a "non-working number" Hmm...

I’ve received calls from this number on two separate occasions, both robocalls with a synthesized voice claiming help with student loans (which I don’t have…), and both times after dialing “1”, was told that all operators were busy and to leave a number. I left a totally bogus, made-up number so they don’t have an excuse that I “have a relationship” with them.  If I can ever get through to an actual human. I’ll do what I ALWAYS do with telemarketers, non-profits and surveys:
•    Find out as much about the company as possible, and file a BBB claim against them for “unethical advertising practices” (their call violates the national Do-Not-Call Registry). The DNCR has no prosecutorial teeth, so I don’t bother to report telemarketers to them.
•    Take up as much of their time as possible by talking slow, feigning interest in the product with lots of questions, and giving phony info (CC#, address, spelling of name, ALL info if a survey, etc.).  Have fun, be creative!
•    If possible, before they disconnect, mention the DNCR so they know why you are messing them around.
