    Its a collection agency trying to collect a debt.  They are using local numbers to get you to answer your telephone instead of utilizing their toll-free numbers.

    As someone else noted, this is likely a debt collector.  I answered because it appeared to be a local call.  The person knew my name but was looking for information on my ex-husband (we divorced many years ago).  This could be a company that buys old debt lists and tries to collect.
