Called claiming that I had called her cell phone and demanding to know why.  I have no idea who she is or what she is talking about.  I never called any such person or number.  Very rude and abrasive.  When I asked who was calling she refused to answer.

I looked this area code up and the post stating the called party is charged for the call appears to be true and George is right!  So the person who said this wasn't true in a crude manner didn't bother to check.  I copied and pasted the website and information above.  This should be illegal.

Got a call from "Toll Free" at this number.  I answered and nobody was there.

Well, makes one wonder, if this is what people are doing or resorting to or saying, then maybe the REASON behind it should be considered.  

Personally, I feel that Congress and Obama HAVE done such poor jobs, they truly deserve to be lashed out against, talked down about and ripped to pieces.

Poor wording? Reading comprehension? "Person called" refers to person having 855 area code number. Unless your # is also area 855, you will not be charged.

855 are code is a toll free call the owner of the number is charged for all incoming and out going numbers.

You're quoting the message correctly but you are mis-interpreting it because the message was poorly worded.  Whoever wrote the message assumed that you (the innocent victim) will be the person calling the 855 number - in which case YOU will NOT be charged but the owner of the 855 number will be charged.

The writer did not consider that their reader may have received a call from an 855 number and could interpret their message differently.

Here is a typical version of the '855' area code description message:
"Area Code 855 is a future area code reserved for toll-free calls in which the calling party is not charged. Instead, the telephone carrier charges the cost of the call to the called party. Toll-free numbers, such as 855 numbers, have applications such as technical support, customer service, and personal use."

Do not be afraid that you will be charged if you answer the call.

These people (800 service shows on caller ID) call me at least twice a day since as long as I can remember.  I am on the do-not-call list, and I have begged them to leave me alone.  The calls persist, at all hours.

Please get them to leave me alone!

I receive calls from this number all the time. Very annoying.  Either no one there or a very poor recording about taking care of credit before the government changes things again.

you can leave your 10 digit phone number to be taken off their call list,  - I think I pressed #6 or it was #3 - either way just keep pressing a number until you hear the recording about being added to their do NOT call list - i signed up one 9-22-11 will see what happens & yesssssssssssssss lots of nonsense political hogwash, but you do not have to listen to it all - just start pressing a number until you get to the recording to have you number removed
