It from Social Security informing you about their "ticket to work" program.

sounded shady.....they call me and I can barely understand the caller who has a very strong middle eastern accent, he asks me for my name and social security number. hmmmm wait a minute, you called me! don't you know who you called? shouldn't you have my information on file? I refused to give any info and advised him that I would go to my local office for any information on the program. then he asked which state I lived in! wow......again, YOU CALLED ME!

I did not respond to the voice message on the answering machine because the local social security office told me their caller  ID says US Government. This is not social security.
