Yes, a telemarketer.  I felt the same when I heard her voice mail.  Almost didn't call back.  That was a few weeks ago.  Today I'm calling her back to thank her for picking me as a target and calling me.  These people are for real.  I'm not affiliated with them, except that I wrote them a check to do business.  An interesting company, with an interesting twist.  They guarantee that you will get a GSA contract, or you'll get all your money back.  The fed programs are there; these people help by doing all the paperwork to get you a contract.  If you're a small business owner, think hard before not taking their call.

First of all, couldn't understand a word - motor mouth and an inability to SPEAK ENGLISH. The woman rambled on about letterhead or that's what it sounded like.  Thank goodness for caller ID otherwise I wouldn't know who to call back, if I was so inclined.
