Does anyone know who this is? Since it is a toll free call, call blocker won't work.

Called the number it's the American Heart Association

It is the American Heart Association.  They are asking if you can put 15 donation letters in your neighbors mailboxes.  They do not want donations.  They will send you a kit with everything you need.

They called for my ex-sister-inlaw, who's been deceased now for seven years. I doubt that she's in any condition to mail letters out.

I get calls from this number daily.  If/When I answer, no one is there.  I'm sick and tired of it.

It is not a "felony."  BS urban legend.

Go ask the post master. It IS illegal to place anything in a mailbox if you are not a postal service employee.

You're right,it is illegal to put stuff other than mail in boxes.But think it is pretty rare when they actually file charges against someone.Was a mail carrier at one time,and came across flyers and other things in peoples mailboxes on occasion.Never raised a ruckus over it though,although at times it would make placing mail in boxes a bit inconvienient.BTW,checked out this site to see who the hell was calling me at 10:30 on Sunday morning.

I get this call so many times, it is nuts.  I am not going to answer.  Seems it is the American Heart Association, but I don't answer any calls from toll free numbers.

called at 8:19 am iS THIS A VIOLATION

They KEEP calling here at all hours of day and night.  Just called (8:12 PM EST on December 15, 2010).   If they have THAT MUCH MONEY then they DO NOT NEED OUR MONEY, folks!  I have tried EVERYTHING to block them.  When they DO call, I answer but nobody is there!  Nonetheless, I scream into the phone saying "DO NOT EVER CALL THIS NUMBER AGAIN".  This is driving me NUTZ.  I work nights and just after I get to sleep in the mornings, the phone rings and it is THEM.  Nothing makes me MADDER or MORE AVERSE to giving money to ANYBODY, but ESPECIALLY when they do not respect your rights of privacy AND deprive you of sleep - PLUS they are only identified as "TOLL FREE NUMBER" - how do WE know this is not a scam??).  IF THESE PEOPLE WOULD DITCH THE *&^%*&(#% (* AUTOMATIC computerized calls and have a REAL PERSON working VOLUNTARILY then I might consider a donation of some sort, even tho I am poor.  BUT IF I am going to spend money on a charity, then THAT CHARITY NEEDS TO SPEND NO MORE THAN 10% on FUND RAISING!  Otherwise that money is NOT GOING where they SAY IT IS!

The number is from a Company called Infocision they are outsourced form the American Heart Association.

They keep calling and don't leave a message. Get the hint - I am not answering.

They expect you to pay the postage, last year they wanted us to spend $100 on postage for there letters, forget it. I do not spend that much on postage for anyone.
