A man's voice says something in a foreign language that sounds like "Prima Dos" ... that's all.

I received a call from this number.  The caller ID is "MSG RETRIEVAL C."  I don't like games.  If this is a legitimate business, they can leave a voicemsg stating who they are and why they are calling.  It annoys me to no end when I receive these calls with no explanation!  When I'm occasionally late paying a bill(like everyone else, esp. with the current economy), tell me who you are so that I can call & explain my situation, then make arrangements to pay!!

You are correct.  The number is an automated message from PECO Energy telling you that an amount is past due.  So it's okay to answer it.  It is not a telemarketer.  866-332-5385.  When you access the number, it will tell you that there is a past-due balance on your account.  It's okay to answer this call.

This is a legitimate phone number from PECO Energy to advise you of a past-due amount owed on your account.  It is totally okay to answer this call.

LoL "oprima dos" means "press two" or "push two" in Spanish.  It's probably prompting you for the language.  Wonder why they're going around leaving every one messages in Spanish lol

This call comes from a person seeking to get you to pay your utility bill using a pre-paid visa or Dot Green Card. DO NOT "Take the Bait!" You should hang up immediately and call the 1-800 number to your respective utility Company to advise them of the call and confirm your account is in good order.
