They left a prerecorded message asking for some guy that I have no clue who it is. It said by listening to this message, you are confirming you are this person. Yet I have no clue who he is.

It's the Account Recovery Bureau.... I'm not sure what they want, or for whom they are "collecting" for. Just a heads up.

i got the same message but they were asking for my sister. called back and they wouldn't speak to me. not sure if she should call back?

It is a medical bills collection service. So whomever they are asking for has an unpaid medical bill.

Called me earlier today. I Ignored the name verification as they call me daily. They answered asking if I was the person they were calling for by their first name. I replied "I don't know who <name> is and you keep calling for them. Remove my number from your database." They replied "No problem sir." I responded, "Do you have my number?" They verified they did by repeating it to me. I told them "Thank you and good day."  I wonder if they'll call back again.

I also wrote them appropriately worded hatemail on their company contact. Telling them to do their research before before calling a random number, as my name is the one on the account. Also that I hope their company goes bankrupt, and to try using a court of law instead of harassing random peoples telephones.

They call from 1-800-220-1622 and ask to return call to 1-866-230-1954. They got the wrong person. I spent a lot of time on the phone to clear this up. When I asked them to send me a letter/fax to state my account is cleared, they refused and the manager was very rude.

Well, they only call the numbers listed on patient accounts that are turned over to them for collection by medical providers.  Obviously, the person who had your number before it was assigned to you, used it as their contact number for one of their medical providers, which is how this collection agency got it.

They do not have to go through the courts initially to try and collect on a debt.  They are allowed to make the first attempt at contact by phone.  If you are not the person they are trying to reach, and you have informed them of this, and they continue, then that's another matter.
